According to a recent United Nations investigation examining the last 24 months, Israel upholds a unofficial government strategy of organized and widespread torture.

The UN committee focused on human rights violations expressed deep concern over reports of frequent brutal assaults, dog attacks, electrocution, simulated drowning, use of prolonged stress positions and assault.

Detention Conditions and Legal Framework

Published as part of the panel's regular monitoring of countries that have signed the United Nations treaty against torture, the document further indicated that Palestinian detainees were degraded by being made to act like animals or being urinated on, were routinely refused medical care and subject to overuse of confinement methods, for certain instances resulting in amputation.

The UN committee of 10 independent experts raised concern about the wholesale use of the Israeli illegal fighters legislation to justify the extended imprisonment lacking judicial process of numerous of Palestinian men, women and children.

Latest figures indicated that as of the end of September, the Israeli detention system was holding over three thousand Palestinians in administrative confinement, which signifies without trial.

The UN committee, which was established to oversee enforcement of the 1984 UN convention against torture, advances further, arguing that the daily imposition of Israel's strategies in occupied Palestine, considered collectively, may amount to torture.

This document stated that seventy-five Palestinians have passed away while detained over the course of the conflict in Gaza, during which imprisonment circumstances for Palestinians experienced a significant decline.

It found the fatality count to be abnormally high and appears to have exclusively affected the Palestinian detainee population.

The report observes that as of now, no government representatives have been held responsible or accountable for such deaths.

Israel's government has consistently refuted the use of torture.

These individuals, both claimed by Palestinian Islamic Jihad as militants in its al-Quds Brigades, were detained for a few seconds by border guards, including a bald-headed officer with a facial hair who is visible in the footage to assume control and strike both detainees before making a gesture, apparently directing them back inside the structure.

Seconds later the two men were shot by the guards at a range of about two meters.

Official Accounts

According to Israeli media, the three border officers questioned about the incident claimed they experienced an urgent and real danger to their safety.

In their stated version of what happened, the two prisoners had declined to undress completely and had placed their hands in their clothing, and then one of the men tried to escape back into the structure.

The video from the scene, the validity of which has not been challenged by the Israeli authorities, fails to display any obvious resistance from the two individuals, nor does it show them with their hands in their pockets.

They appear they were reluctant to return to the structure under the apparent orders from the border guard.

The three border guards were freed after questioning on condition they did not discuss the case with others.
