UK and France to Deploy Forces to the Country should a Peace Deal is Reached

The UK and France have signed a statement of purpose concerning the positioning of armed personnel in the nation if a ceasefire be made with Russia, the British leader, Keir Starmer, has declared.

Subsequent to negotiations with Ukraine's allies in the French capital, he indicated that the two nations would "create military hubs in various parts of Ukraine and build protected installations for military hardware and military equipment" to discourage any future incursion.

The partner countries also suggested that the US would play the primary role in overseeing a ceasefire.

Moscow has consistently stated that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not issued a statement on this latest announcement.

Context and Ongoing War

The Kremlin's head Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow at this time controls roughly 20% of Ukrainian territory.

"This is a vital part of our vow to support Ukraine for the foreseeable future," commented Starmer.

Top officials and high-ranking officials from the "Partner Group" were involved in Tuesday's talks.

He stated at a combined announcement, he noted: "It creates the pathway for the legal framework under which British, French, and partner forces could operate on Ukraine's territory, protecting Ukraine's skies and seas, and rebuilding Ukraine's military for the future."

The UK prime minister added that London would participate in any US-led monitoring of a possible cessation of hostilities.

Defense Assurances and Diplomatic Positions

Senior Washington representative Steve Witkoff stated that "lasting defense assurances and strong economic promises are essential to a lasting peace" in Ukraine – referring to a key condition made by Kyiv.

The negotiator said the allies had "largely finished" their work on agreeing such pledges "in order that the citizens of Ukraine know that when this conflict ends, it ends for good."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also participated in the negotiations.

At the same time, President Macron Emmanuel Macron declared that Ukraine's supporters had made "major advances" at the talks.

He said that "strong" security guarantees for the Ukrainian government had been agreed in the event of a prospective truce.

President Volodymyr Zelensky commented that a "significant development" had been made in Paris, but qualified that he would only deem efforts to be "sufficient" if they led to the conclusion of the fighting.

Earlier, the Ukrainian leader suggested a peace deal was "largely prepared". Settling the remaining 10% would "determine the future of peace, the future of Ukraine and Europe".

Outstanding Matters

  • Land and defense assurances have been at the center of unresolved issues for diplomats.
  • Putin has repeatedly warned that Ukraine's forces must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will take control, rejecting any compromise over how to end the war.
  • Kyiv has so far excluded giving up any land, but has floated the idea that Ukraine could move its troops to an designated point – but only if Russia follows suit.

Russia currently holds about 75% of the Donetsk oblast and some 99% of the neighbouring Luhansk region. The areas form the industrial region of the Donbas.

The original US-led multi-point proposal that was widely leaked to the media last year was seen by Ukraine and its European allies as being strongly biased in Russia's direction.

This led to a period of intensive discussions – with Ukraine, the US and European leaders trying to revise the proposal.

The previous month, The Ukrainian government presented the US an updated proposal – as well as distinct documents detailing prospective defense assurances and provisions for Ukraine's rebuilding, Zelensky added.
