Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of contrasting events captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are delivered from multiple capitals. Significant resources is expended on managing particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity afforded by up-to-date information. From observation points, military aircraft that had been deployed to intercept incoming aerial threats flew past – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems thundered: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by partner states. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: maybe the incoming missile won't strike its target this time, preventing destruction from ruin and another blackout.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – probably imported technology. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv faced the early updates: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's critical military reliance on Western support – a dependence that regional partners are evidently unprepared to substitute in the immediate future.
Unsuccessful Negotiations
The detailed framework from Washington sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new proposal from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, no doubt, continue.
Strategic Calculations
It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership functions according to a assumption familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unfeasible to pressure the Kremlin to abandon the land that it presently holds in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, American administration does nothing to deter Moscow, through statements or actions, from believing that the current condition will not change more in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a entire defensive failure until situations evolve in its favour.
Current Realities
Objectively, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a just a single week to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
