Kristi Noem Tours Portland Immigration and Customs Enforcement Facility Amid MAGA Influencers

The South Dakota governor, acting as the head of the Department of Homeland Security, inspected the federal immigration enforcement office in the city of Portland on this week. On site, she observed a modest protest outside, which differs significantly to the fiery "siege" alleged by former President Donald Trump.

Joined by Conservative Influencers

Governor Noem was escorted by a group of conservative influencers who were transported from the local airport to the facility in her security detail. DHS has shared increasingly belligerent digital updates depicting federal officers conducting raids and deploying crowd control measures at protesters.

Protest Scene

Officers established a perimeter outside the facility in the Portland's waterfront district before the Noem's visit. A handful individuals, including one in the outfit of a fowl and another as a sea creature, were held back.

A song blared from a gathering spot down the street, with lyrics about Trump and Epstein files. A demonstrator yelled to a government videographer recording from the top of the building, questioning whether the DHS had been dubbed the "information ministry".

Press Coverage

Members of the press from nonpartisan publications were also restricted to the security perimeter outside, while the conservative personalities in her party—three right-wing influencers—shared online posts of the secretary participating in federal agents in a prayer session inside, offering a motivational speech, and instructing a soldier of the state guard to "Prepare".

Legal and Political Context

Governor Noem has repeated the Trump's assertions that the handful of demonstrators—who have rallied in their limited groups outside the office since recent months, including one in an inflatable frog costume—are "extremists" who have placed the office "in a state of siege", making the use of DHS agents essential.

But, on Saturday, a U.S. judge in Portland blocked his effort to federalize local militia, ruling that the his assertions that the largely peaceful city was "in flames" were "without evidence".

A day later, the same judge, Judge Immergut—who was selected to the bench by Donald Trump—extended the decision to prevent National Guard troops from elsewhere from being deployed in Portland. The judge ruled after the former president reacted to her initial ruling by attempting to use members of the California National Guard to Oregon.

Escalating Tensions

After Trump drew attention the modest but continuous demonstration outside the ICE facility and made inaccurate statements that the city is "battle-scarred", a increasing amount of his followers, including MAGA influencers, have turned up to confront the individuals.

Several of these clashes have resulted in scuffles and brawls, prompting arrests by the local law enforcement. Nick Sortor was one of those detained after he tried to force his way a protest encampment on a sidewalk near the site and was involved in a scuffle over an national banner. Sortor had previously seized the banner from a demonstrator who was setting it on fire.

Criminal counts against him were later dropped after an backlash in right-wing outlets induced the head of the civil rights division of the Department of Justice, a department official, to suggest a review of the law enforcement agency over alleged partisan treatment.

Female protesters he was detained over a conflict with still have pending accusations.

Government Statements

Over the weekend, Governor Tina Kotek, the governor, claimed government personnel in the ICE facility of trying to provoke the protesters by using unnecessary levels of chemical irritants in a populated area and bringing in conservative social media influencers to record the protesters from the upper level of the facility. "They are clearly trying to antagonize the crowds," she commented.

Three of those conservative influencers were described in a law enforcement document last month as "anti-protest individuals" who "frequently reappear and provoke the protesters until they are attacked or pepper sprayed" and refuse "ongoing instructions from law enforcement to avoid" the group.

Online Content

One influencer, a previous media worker who transitioned as a Christian nationalist influencer after being dismissed from a media outlet for content theft, published footage of Noem observing from the roof of the office at the small group of protesters below, including Jack Dickinson who wears a chicken costume to mock the former president. Johnson labeled the footage of Noem observing the peaceful setting below: "DHS Secretary Kristi Noem stares down army of Antifa and a guy in a chicken suit".

In spite of the difference between the assertions from both officials that this ICE field office is "under siege" from "radicals" and clear visual evidence of a handful of individuals in peaceful clothing, the influencers with the secretary continued to describe the demonstrators as threatening extremists.

Official Engagement

While in Portland, Governor Noem also met with the law enforcement head, Chief Day, who has been caricatured as "woke" in right-wing outlets for authorizing his personnel to apprehend the influencer. In a online post on the meeting, Johnson asserted that the official had "supported violent ANTIFA militants confronting journalists and officers outside ICE facility".

Her security detail then left the site past a handful of demonstrators on the street outside, including one dressed as a animal wearing a headgear.
